The beauty of Phillips Falls isn't as much the intensity of the waterfall drop but the unique carvings of the rocks as the water runs through. It looks like Swiss cheese or Mars in some spots.
The access point is at the Park By the Bridge, where you just take a few steps to get to the boulders that line this stretch of the river. You can also walk on the bridge to see the view from above.
This is a popular swimming hole when the river is low, and currents aren't too fierce, but you shouldn't assume the current is safe. Take it slow. If you can't 100% trust your pet to come when called, you don't want to risk them getting carried downstream.
Phillips' Animal Control Ordinance states that dogs must be under control at all times. Please carry a leash with you just in case your dog has brief periods of ignoring you due to the crowds and excitement. It's also not too far in either direction that the town-owned park boundary stops and private land boundaries begin.

- Old Swollen Mill Site: ME 142, where it crosses over the Sandy River. Look for a parking lot on the east side.
- The Salmon Hole: Off Salmon Hole Road with a parking area at the end of the street.
Waterfall Safety
The biggest risk here would be slippery rocks, so always watch your footing. Even if a rock looks dry, it could have algae or lichens that make it more slippery. There are also some sharp edges on the rocks that could cause a significant flesh wound if you scrape your skin on one.
Don't let dogs drink the water here, as the water can have toxins, chemicals, and bacteria. Bring your own drinking water.
At times, this river will be too swift to swim in. You will still get a great view of the water from the bed of rocks along the banks. Be prepared for cold water, even on a hot summer day.
Wear bug spray since mosquitoes and biting flies will be common in the warmer months.
Parking at Waterfall
There's a parking area that's free right at the entrance to the park. It doesn't fit many cars, but most people who come here are locals, and that will mean many people walking or biking.
